Evaluation of 14-16 Increased Flexibility Partnerships

Project Aim

LSC wishes to explore:

- the number of schools participating in IFP and those outside the programme;
- overall volumes of learners and the qualifications they studied;
- outcomes in terms of achievement rates, retention and qualifications achieved and any trends;
- the siz, make-up and management of partnerships and any impact this has on performance;
- the Partnership's approach to quality assurance;
- recruitment and selection criteria and processes;
- the IF programme offers in 2004/05 and 2005/06 and year-on-year changes;
- the impact of IF on the rest of the National Curriculum;
- charging and funding structures, drawing comparisons with outcomes where possible;
- any good practice for dissemination.

Project Title

Work Based Learning Consortia

Project Aim

Phase 1 - review possible models for collaborative working amongst providers of Work Based Learning (WBL) in Essex and make recommendations on suitable structures for implementation across the county

Phase 2 - provide consultancy support to the emerging partnership(s) that build on both the relationships that were developed and on the information gathered during Phase 1. It will encourage providers to face the challenges and reap the benefits of new working relationships

Phase 3 – identify the issues that need to be resolved to enable the consortia to progress to their next stage of development, making initial recommendations on areas of improvements for each consortium.

Project Outcome

1. Produce final report in appropriate formats.  
2. Prepare and deliver presentation.

Project Title

Thurrock and Basildon College CoVE Application

Project Aim

Phase 1 - Help Thurrock and Basildon College develop its CoVE implementation plan

Phase 2 - Help establish a CoVE steering group. Support the steering group to develop an implementation plan based on the CoVE application. Develop specific activities on behalf of the steering group.

Project Outcome

Phase 1 - Develop and deliver the final proposal and supporting its presentation to the LSC

Phase 2 - Work with Thurrock and Basildon College between December 2005 and 31 March 2006 to help it develop its CoVE implementation plan.

Project Title

Profit from Learning

Project Aim

Phase 1

1. Explore the issues surrounding the downturn in performance of the Employer Training Pilot;
2. Identify process issues in the delivery of the Employer Training Pilot;
3. Identify team / personnel issues in the delivery of the ETP;
4. Examine how the ETP delivery team fits within the wider LSC team;
5. Recommend solutions for personnel and process issues; and
6. Recommend (as appropriate) better ways of organising the LSC team(s) following reshaping.

Phase 2

Work with Directors and Assistant Directors to consolidate his previous work with LSC Essex and assist the implementation of the strategy and action plan.

Project Outcome

Phase 1

Produce an analysis of performance and personnel issues within the Profit From Learning team. Develop and prioritise solutions, recommend how they should be implemented.

Phase 2

1. work with people and employers to understand their training and development needs and to identify the most appropriate solutions to their needs;
2. establish links with appropriate external partner organisations:
3. influence the scope and nature of current and future provision;
4. facilitate a community response to opportunities arising for regeneration activities;
5. support consistency and continuity; and
6. utilise effectively the LSC’s knowledge capital.

Project Title

Creating a Model for the Adult Offer Across Essex

Project Aim

Build on the collaborative working arrangements in place in Essex. Explore the potential conflict between the colleges. Consider the potential for "poaching" learners.

Project Outcome

Develop a suitable format for the event and provide facilitation skills to address the issues and overcome the potential conflict. Produce a report of the event, highlighting the issues and their solutions.

Project Title

Skills for Life/Community Plan/Equality and Diversity

Project Aim

1. Provide tools that support equality and diversity activity.
2. Carry out work to optimise additional funding sources for equality and diversity and influence funders to boost spending on equality and diversity activities.

Project Outcome

An appraisal of the Skills for Life/Community Learning Plan that will provide an implementation plan to deliver the required outcomes and to inform the dialogue and way forward with the community and the learning providers.

Project Title

Equality and Diversity Workshops

Project Aim

1. Design and delivery three briefing sessions aimed at increasing equality and diversity awareness of all LSC Essex staff in line with national strategy and LSC Essex priorities.
2. Design and delivery of three workshops aimed at exploring in depth the opportunities open to and issues faced by those members of LSC Essex staff who interface directly with providers.

Project Outcome

1. Delivery of sessions during January 2006.
2. Prepare handout material (2 page A4 summary).
3. Design and delivery of workshops during January/February 2006.
