LSC wishes to explore:
- the number of schools participating in
IFP and those outside the programme;
- overall volumes of learners and the qualifications they studied;
- outcomes in terms of achievement rates, retention and
qualifications achieved and any trends;
- the size, make-up and management of partnerships and any impact
this has on performance;
- the Partnership's approach to quality assurance;
- recruitment and selection criteria and processes;
- the IF programme offers in 2004/05 and 2005/06 and year-on-year
changes;
- the impact of IF on the rest of the National Curriculum;
- charging and funding structures, drawing comparisons with outcomes
where possible;
- any good practice for dissemination.

Developing Provider Consortia in London East - Supporting Collaborative Network Delivery (Extended Phase 3)

1. Help the LSC London East develop mechanisms that enable it to identify whether partnerships are working (such as checklists etc) and monitor the effectiveness of the partnership through questionnaire and interviews with key personnel in each new partnership and LSC London East.
2. Assist the LSCLE to establish networks to prepare internal processes and the establishment of stronger representative bodies.

2. Identify process issues in the delivery of the Employer Training Pilot;
3. Identify team / personnel issues in the delivery of the ETP;
4. Examine how the ETP delivery team fits within the wider LSC team;
5. Recommend solutions for personnel and process issues; and
6. Recommend (as appropriate) better ways of organising the LSC team(s) following reshaping.
Phase 2
Work with Directors and Assistant Directors to consolidate his previous work with LSC Essex and assist the implementation of the strategy and action plan.

Project Aim
Phase 1 - Review possible models for collaborative working amongst providers of Work Based Learning
(WBL) in Essex and make recommendations on suitable structures for implementation across the county. Phase 2 - Provide consultancy support to the emerging partnership(s) that on built on both the relationships that were developed and on the information gathered during Phase 1. Phase 3
1. Review performance and progress of each consortium against the original LSC expectations.
2. Conduct a SWOT analysis of each consortium and review the role of the LSC in working with the consortia, making initial recommendations on areas of improvements.
